Attention Boaters: Transport Canada’s New Boat Licence Rules

With boating season approaching in Ontario, it’s a good time for a reminder that Transport Canada introduced several updates to pleasure craft licensing rules, effective Dec. 31, 2025. These adjustments aim to strengthen boating safety, improve compliance, and modernize the licensing system for recreational boaters across Canada.

Licences Now Only Valid for Five Years

The most notable change is the new five-year period for a new or renewed Pleasure Craft Licence (PCL). Previously issued lifetime licences will be phased out, transitioning into the same five‑year renewal cycle. In addition to the updated validity period, a $24 fee will now apply to the issuing, renewing, transferring, or replacing of a PCL. Transport Canada notes this fee will be adjusted annually to account for inflation.

They also warn that you may be fined $250 if your pleasure craft doesn’t have a valid licence.

These updates apply to pleasure craft with one or more motors that add up to 10 hp (7.5 kW) or more must have a valid licence under Canada’s Small Vessel Regulations.

Update Your Information

Another important update focuses on maintaining accurate licence holder information. Boaters are now required to update any changes to their name or address within 30 days, a reduction from the previous 90‑day window. These measures reflect Transport Canada’s commitment to improving boating safety and ensuring that regulatory processes remain modern and effective.

Before hitting the water this season, boaters are encouraged to review these changes, verify their licence details, and prepare for upcoming renewal requirements as lifetime licences transition into the new system.

Keep in mind the PCL is different from the Pleasure Craft Operator Card (PCOC), which is like a driver’s licence. It’s required to operate a boat with a motor but never expires: Pleasure Craft Operator Card (PCOC)
