Councillors in Waterloo Region approved a no-right-turn-on-red test period at 12 signalized intersections (The Record), in an effort to make streets safer for everyone, including pedestrians, cyclists, transit users, and people with mobility challenges.
Right turns on red create a conflict point at busy intersections, especially when drivers are focused on finding a gap in vehicle traffic rather than noticing someone crossing the street or cycling through the intersection.
By removing that turn at high-risk locations, Waterloo Region aims to reduce the potential for collisions, improve driver visibility, and create a safer area with heavy turning traffic and pedestrian activity. The pilot also gives the Region a chance to gather data and assess whether this change can improve road safety without making major changes.
Waterloo Region selected the intersections in Kitchener, Waterloo, and Cambridge (see list below) because of recorded vehicle-pedestrian collisions or a high potential for conflicts (CityNews Kitchener).
Similar programs, such as York Region’s No Right on Red Program, report increased safety by restricting turns where collision risks, sightline issues, and high pedestrian and cyclist activity exist.
Which Intersections will be No-Right-on-Red?
Head’s up! Starting in September, the following intersections in Waterloo Region will be part of the no-right-on-red pilot program as approved by Regional Council.
These are in addition to intersections that are already part of the no-right-on-red rule, such as King St. at Water St. in Kitchener (pictured above) and University Ave. at Erb St. in Waterloo.

- Franklin Boulevard and Glamis Road/Robson Avenue
- Water Street at Park Hill Road
- Ainslie Street at Main Street
- Hespeler Road at Eagle Street/Pinebush Road
No-right-on-red intersections in Kitchener:
- Fairway Road at Wilson Avenue
- Fairway Road at Lackner Boulevard/Fairway Crescent
- Benton Street/Frederick Street at King Street
- Victoria Street at Lawrence Avenue
No-right-on-red intersections in Waterloo:
- Northfield Drive at Davenport Road
- Weber Street at University Avenue
- University Avenue at Albert Street
- University Avenue at Phillip Street/Commercial Access
